Ability to complete a Same Skill Transfer should be blocked with appropriate on screen pop up / messaging to alert the advisor as to why they can not complete that action

Through simplification we have raised into UKIS, the blocking of same skill transfers. We have already engaged and it has been assigned for an IA with John Isgroves team on 05/05
We have been advised by John to raise a CR in case we need a STAN change which he advises will be highly likely
